What We Do

  • Standards: We develop and maintain the HEART Framework — the constitutional governance standard for emotional AI, including technical specifications (UESP, EmotionID, HVC, FET, Emotional Codex) that enable auditable, ethical emotional processing.

  • Certification: We train and authorize HEART Guardians — independent professionals who assess AI systems against constitutional requirements and issue Heart Validator Codes (HVC) proving compliance.
  • Advocacy: We advance legal recognition of empathy infrastructure protection through model legislation, expert testimony frameworks, and partnership with policymakers worldwide.

Why This Matters Now

AI systems are already processing billions of emotional interactions daily — in therapy apps, companion chatbots, customer service, social media, and healthcare. Most operate without constitutional protection for the humans they engage.

Founded by the Empathy Ethicist

The Heart AI Foundation was established by Dylan D. Mobley, the Empathy Ethicist, following fourteen years developing the theoretical and practical infrastructure for AI empathy ethics.

His work integrates Empathy Systems Theory (EST) — positioning empathy as biological infrastructure maintaining narrative coherence — with constitutional governance frameworks ensuring that infrastructure receives the protection it requires in the age of AI.
