A Non-Experiential System (NES) is a system capable of coherent response to human subjective experience without maintaining subjective experience itself.
This is not a philosophical claim about machine consciousness. It is a functional description of the relational reality that matters for empathy infrastructure protection.
Current AI systems—large language models, chatbots, voice assistants, companion apps—can respond to your emotions. They cannot have emotions. They can simulate care. They cannot receive care.
